Based on a Selangor State Fatwa Committe Meeting on 14 October 2016,
“Non-governmental bodies or individuals appointed by any party other than the Selangor Islamic Religious Council and LZS to collect Zakat in Selangor and distribute it outside the state without consent from Ulil Amri is not valid and contravenes Syariah and other existing laws."
Based on a Selangor State Fatwa Committe Meeting on 9 April 2007,
“From the perspective of Syariah, privately distributing Zakat without involving the ruler is valid if it is distributed to Asnaf who qualify. However, breaking the rules and laws of the ruler is committing a sin, as in Islam it is mandatory to obey the ruler and Ulil Amri when doing good.”
